I'd put up months of cryptic teasers building up the hype, then release yet an other Space marine chapter , written by Ward of course. Then , i'd surf the forums feeding off the rage.

I'd love to see Rebel Grotz from the Ork race become their own army list, but I guess that's not exactly a new race.
One great idea that needs to return is that of Codex: Mercenaries, to provide a home for Kroot, freebooter orks, and countless alien oddballs. How about a Predator style lone hunter who is bought as an ally, but who is just as likely to turn on your army once his/her/it's target is dead?
Also, I'd enjoy a race of giant humanoids; Navi scale with primitive weapons and looted items from their opponent's armies...

Something distinctive enough list-wise to stand out, such as each unit being a single core model with bodyguards (or walker with drones) - kill the central model and the unit 'dies' much like an inquisitor leading servitors.
Not a new race, but the ecclesiarchy is a theme that has never been explored beyond under-equipped guardsmen and priests, and the arco-flagellants that were butchered in the GK dex. The possibilities for impractical gothic warmachines and seriously disturbed fanatics are endless.
2nd generation iron men, not necron-style terminators but rather a mix of guilded gothic-looking simulacra and robot designs from the 1940s re-imagined for 40k. Volkite weapons, matter converters, temporal displacers, neutron weaponry, etc - devices creating mobile lines of cover (protective screens), areas that are dangerous terrain for only the enemy (rad cleansers), and generally marching straight into the enemy.
Star wars type rebel force. Full of interesting aliens and such.
How about classic aliens. You know technologically advance but few in numbers with powerful droids and weapons.
Race of ocean dwellers. But with again powerful technology but uses huge mechanical ocean beast i.e. mechanical kraken, sharks etc. Would be like fishmen in space type of thing.

I think the classic "grey" alien is missing from the 40K universe, well at least thats how I imagine the Old Ones to look and they are mostly gone now.
I would also love it if the demiurg aka squat reboot were a silicon based life form rather than humans from high gravity worlds.

I don't think the grey aliens fit in 40k at all. The classic ones I mean, because GW have they currently interpreted in the face of Tau.

Just in looks, but not even similar skin color... maybe that's the reason for Tau! They are an offshoot of the Greys who were exiled because of their skin color and lack of psychic ability (racist pricks) and the Ethereals are Greys sent out to bring them back in to the fold, or at least, be a Vanguard...

We have Tau (along with Vespids & Kroots), 'Nids, Eldar, Orks, Demiurgs (only in BFG), 'Crons. But also we have/had background for more races which are not in game: Thyrrus, Umbra, Q'Orl, Hrud.
I'll be happy with any of this races in 40k and/or 40k Specialist Games. No need for brand new races when we have many undeveloped.

A warrior race, using giant CC/ranged combi weapons (think qualtha blade but bigger). Larger in size, units don't fall below the 40mm base size. Army uses walker units for their transport unit/ tank unit (AT-AT but squatter, thicker, shorter) dedicated psychic powers are tuned to screwing with opponents (teleporting enemy units away/towards units, reflection, mirages) and buffing friendly units (mirror themed psychic powers I suppose, little to none offensive power) . Race should be brute-like and tall, following both a bushido and sun tzu mind set.
Dedicated CC specialists, tanky. Culture is based on "harmonizing with their weapon" great dishonor if you should lose your weapon or have it destroyed. small army, uses psychic powers to appear larger, get into cc range. See's destroying cultures as proof of superiority, getting closer to their harmony. Selfish race, willing to torture defeated opponents, maim opponents rather than go for a killing blow.
Psychers are a sister-race, slender and tall but not as brutal/bulky as the main army, Not looked down upon or revered, seen as harmonizing with their minds as weapons and little else, contempt for those who fall to the warp which holds the same symbolic effect as losing your weapon. Religion is based on paragons or "living-blades" ones who are completely harmonized with their selected weapon of choice (HQ). Living blades are revered as leaders but not worshiped, seen as someone to defeat but not to be mocked.
Tech is above Ork standards but that is really all that can be said about it, not once did their culture discover the "wheel" essentially willing to "tough" it out when it comes to creature comforts and tech. Their cultures obsession with weaponry has given them a more stoic approach to everything, forsaking medicine, art, and music. Mercenary themselves out for economic reasons, willing to let other cultures do the "thinking" for them. not xenophobic, willing to protect their techs and other mission-essential support crew if it would get them into combat quicker.
