I've since given the rule two more tests and I'm going to make it optional. In both games it was deeply frustrating for both players.

I didn't like it because my armies froze up at rather inconvenient times. My opponent didn't like it because it slowed down the game (having to roll each turn) and when I got a catastrophic fail (all my key units froze on a single turn) he won the game in a walk.

So for people who want it, I'll have it as an option, but it seems more trouble than its worth.
