librarian powers questions

this may seem like a dumb question, but with the librarian power veil of time, are you allowed to reroll all rolls (ie i could reroll an inv. save and a missed shot in the same turn) or is it just all rolls of one type (ie i could reroll 2 failed inv. saves or 2 missed shots, but not a combination).

oh, and a second point. if i wanted to combine fury of the ancients and veil of time (on an epistolary librarian), i can do so for (9+10) 19 points or i can do it for (30+3) 33 points. or does upgrading the first power to a new power cost the epistolary cost, ie the same amount as buying a new power?

Yes you can re-roll all kinds of rolls (saving throw, shooting, wounding)
About the second one I'm not so sure.

Seconed, you can re-roll any and all of the specified rolls while VoT is active (too bad it doesn't remain active during your opponent's turn ).

For the second question, yes, there's some room for optimization there. You upgrade one power for the lower cost and buy another for the higher cost.

Where can I find this? Because the other day my brother (Ultramarines) was playing against a DE player that said that as the codex wording had an "or" on the list of possible re-rolls and not an "and" you had to choose which kind of re-roll the power was supposed to grant.

He gets to re-roll all rolls of those types he misses for the remainder of the turn. Would be a serious waste of points if it was just one.
