Old Glory makes good minies. The foot minies when placed on GW plastic bases, stand as tall as GW's. The cav are not as over sized as GW's, they are more true to life in size.
Recently, Old Glory reduced their prices back to the pre-tin crisis prices as they had promised to do when they could again get tin and cheaper at that. As long as OG can, infantry, 30 in a bag and cavalry 10 in a bag, are priced at $29(USA) a bag. Some troops (javelins, thrusting spears, pikes, etc made with wire with metal tips) are 30 in a bag for $5(USA).

Black Tree Designs have some excellent Ancient figures, particularly Roman. Their historical stuff is 100 times better than the Fantasy range.
Check out plastic 1/72nd scale minies. If you wash plastic minies in mild dishwashing detergent (then rinse well and let them dry) any residue is removed. You can paint them with enamil based matts or water-based matt paints.
There are a LOT of makers, prices are very reasonable. A wide choice of accessories are out there too. The periods availavble run from ancient to modern.

IF, I and my regular opponents didn't have several thousand 25/28mm minies, I/we would be gaming in 1/72 plastic. WE sadly, are lazy, we have thousand of minies that run most periods of history (NO WWII or modern).
