Umm, check your units entry. Everyone is normally armed, but the unit entry will state exactly what they have.
yes, they are automatically assumed to be equipped with hand weapons. as are war mach. crews, archers etc unless specifically listed as not having hw.

Yes, skellies do. It's 1 point to ADD Spears, not replace the Hand Weapons.
All characters are listed as carrying one as well.
Everything in the game is assumed to have a hand weapon unless it specifically says otherwise (ie in the case of Orcs having choppas instead of hand weapons). Rulebook, page 88.
Ok, I just wanted to clarify, because i know the VC book mentions it, but the Army of Sylvania army list doesn't note it. The skeletons automatically come with spears.
Since I'm at work and can't check don't freak, but doesn't the main rule book have a line that goes something like "everyone has a hand weapon unless otherwise stated"?
