I think the cover definitely tries to get across an orky imprecision, and has a good feel of motion. Just the imprecision is a bit incongruous with the precise texturing. The lack of pants is probably because he decided there wasn't enough green in the picture for it to look like an ork. With too much armor it would look like some sort of robot.
As for the extra finger... I don't know.

now that I've looked at the picture a bit more, I kinda like it. 40k sometimes has improper scale, and so the jaw makes us remember that their skeleton is off from our perspective.
