Considering Lizardmen

I'm consdering Lizardmen as an army. Are they any good for a beginner?

Not really.
They are a tricky army to get to grips with.
But that being said if that is what you learn the game with then you should pick up the nuances.
The 'best' starter armies are the ones with high leadership general and characters.
The specific rules for lizards can make them tricky to wield effectively.
That being said they are one of my favourites :)
