How Large are the Chaos Spawn models compared to an Ogre Bull or Rat Ogre?

The current plastic Spawn is about as tall as an Ogre Bull, but with the crazy pose of the legs and some of the arms/tentacles/spikes it tends to take up much more space horizontally.

how much broader would you say it is ? 150%?

yeah - I'd go for 150%, but don't let that limit you. For my spawn, I actually use two old carnifex models I managed to squeeze onto a 40mm x 40 mm base. I just used the scythe arms and the claw arms on them. They're HUGE!! The best part of playing them is most players exclaim "WHAT THE HELL ARE THOSE?!!!"... and when you reply they're just spawns.. most of then calm down.. but still, the initial reaction is great!

150% is about accurate with outstretched arms. The thing is, the model leans forward quite a bit. However, the box comes with a ton of limbs, spikes and tentacles so you can build the model to be somewhat compact.

That's a rather extreme setup in terms of armspan. The kit comes with a second body and although I cut mine up into pieces, I'm pretty sure it's about the same pose. It is a very nice box however, lots of spare gribbly bits.
