I wasn't (am not) very familiar with Google Docs, but it seems pretty useful for sharing mission files.
- It is a free word processor.
- Runs in your browser.
- Allows you to insert images.
- It saves to some web space associated with your google account.
- Allows you to share the link to the document. (Which might be the ideal way to distribute. Rather than staging a PDF or something somewhere)
- Allows you to save the file locally as a PDF, if you must.
Here is a test I threw together. (Mission 6 from some 1st ed expansion)

The only limitations I have seen so far, are:
- I output an image at 50% and tried to insert it. But GoogleDocs said it was too big. So, then I tried 30% and that worked. I didn't try 40%.
- The fonts you have to pick from seem rather limited and boring. I don't known if there is a way to add a font somehow.
