Did GW ever put out any rules for Eldar riding dinosaurs, either through Chapter Approved or Forgeworld or Apocalypse?

No they did not.
You can always use a 'counts-as' army with Craftworld Eldar.
Just replace all Jetbikes with Dinosaurs. Vypers are the 'bigger' Dinosaurs.

There are some sites out there that make custom rules.
The best 'custom' and COMPLETELY UNOFFICIAL Exodite Codex I have seen is here:

the closest GW came (that i know off) was introducing rules for riding giant lizards in a chapter approved articles called "creature feature".

Yes, but the only official Exodites unit we know the rules of.

They NEVER made a model to go with it.

Shining spears were in 2nd ed too, weren't they? Yet no models until 3rd ed.

Rangers + harlequins could do everything Exodite-y except knights and dinos...

Jetbikes seem a bit fast for Dino riders...although I guess if you went for Pterodactyl riders it might work.

Knights are more Apoc so leave thos over there.
