Sizewise, that looks closer to a reaver than a warlord.

Reavers are pretty big, but scaling by the infantry at the feet, a FW Reaver would be a tad over waist high to that Chaos Warlord.

Generally speaking each titan is almost twice as tall as the next smallest class. The first picture is a Chaos Warlord the second picture is a Imperator class titan shoulder fortress.

I think that that is a HUGE overstatement in size. If a Warlord was twice as tall as a Reaver it would have roughly 8 times the volume, which is just wrong.
Also, a Forgeworld Reaver is no where near twice the height of a Warhound. I would say that an Imperator MIGHT be twice as tall as a Reaver, maybe. That would still be stretching it though. After all an Imperator only has twice as many structure points as a Reaver.

It is a huge overstatement in size. A Warlord is around 20-21" tall, whilst most Imperators are in the 30-40" range.

It simply makes no sense for each titan to be twice as tall and 8 times the mass of it's predecessor. Reasons:

A Reaver is 50% taller and twice the mass of a warhound. Two warhounds working in concert can take it, and threaten warlords.
A Reaver and warlord fulfil much the same battlefield role. A warlord is only 50% more massive, which is less than a 25% height difference. A Reaver can take a warlord on a good day, and there is no way that a Warlord is 64x more massive than a warhound.
Similiarly, whilst an Imperator is indeed a God Machine, it can be taken out by several Warlords working together.
And whilst an Imperator 512 times more massive than a Warhound would be impressively large, it would still only be about 20 times as lethal, and 512 Warhounds would kerb-stomp it so hard it wouldn't get up again ever. There's no point building big if you can build smaller and more efficient, and the whole point of the Imperator is that it's more lethal than the equivalent mass of other titans.

Warhound is 14 meters tall and 410 tonnes. Reaver is 22.3 meters tall and 738 tonnes.

Speculating from the size comparisons in the Apoc datasheets, a Warlord should be about the 28-32 meter mark, and 1200 tonnes give or take, and an Imperator somewhere between the 42 and 50 meter mark and 3000 tonnes, though Imperators can vary quite a bit depending on the design of the cathedral on their backs.
