A single game turn is:
Player 1 Turn X; and
Player 2 Turn X.

When the Weighted Dice are used, their effects last until the end of the current game turn.

If Player 1 uses the Weighted Dice, they last through Player 1 Turn X and Player 2 Turn X.

If Player 2 uses the Weighted Dice, they last through Player 2 Turn X.

Problems? Concerns? Did GW intentionally allow one player to get twice the benefit of the same item depending on turn order?

I'd expect it to be FAQ'd to work for one whole turn (like spells working "until the casters next magic phase" and such effects), as it is fairly obvious that it is not supposed to be half as useful if you happen to go second in a game.

Until then, SoM is not supposed to be played tournament-style competatively anyway, so it should be no issue agreeing with your opponent about not playing stricktly by the letter of the rules in these cases, but instead amend it to make it work.

Not sure if that was intentional, but two of Njal's storm abilities work the same way and the SW FAQ confirmed it.

A turn is never defined as specifically starting with the player who went first for things that last one turn. A turn in this case starts with the current player, whether he went first or not. This is detailed in the rules.

Actually, it looks as though you are correct. A "game turn" is described as comprising "two player turns." So no matter who goes first, it lasts two player turns.
