So it is established that the Mortal/Material Realms are each based on a Wind/Lore of Magic, which the Realm takes it's character and nature from. Aqshy is the red wind of magic, and is associated with the Lore of Fire. The Realm of Aqshy/Fire is a realm with volatile landscapes, hot gusting winds, blazing heat and sulfurous fumes, etc.
Then shouldn't there be a Realm of Qhaysh? Shouldn't the Realm of Chaos be Dhar? Why are the two opposing Realms Chaos and Azyr?
Wasn't there a lore of Ice Magic for Kislev?

Dhar and Qhaysh aren't actual Winds of Magic themselves. They're both meldings of all the eight winds. The difference being that Dhar is the result of Chaotically combining the winds into an unstable force, while Qhaysh combines the Winds methodically, giving them structure, and thereby creating High Magic.

Nice justification.
It's clear that GW began making up Magic Lores inconsistent with its own fluff a long time ago. Vampiric Lore, what's it about? A sub-study of Shysh? Is Necromancy also a different wind?
Trying to find justifications to all this is a fun game. We're essentially being like Medieval theologians playing word-games of logic and dancing around needlepins.

He wasn't making a justification High and Dark magic are alamgamation sod different winds. The same is applied to Necromancy, Ice Magic, the Lore of Athel Loren, Waaagh Magic, Gut Magic and any other that I might have forgotten. All magic is rooted in the Eight Winds and unique disciplines arise when two or more Winds are used together. A good case study is how Nagash created the discipline of Necromancy by using Dhar, Light, Death, and the Liche Priest magic to create his path to immortality.
Well, you're correct, excepted Waaagh magic used to be its own thing, generated by the orcs, and not coming from the winds of magic, but it changed with the 6th ed book.

But doesn't that work both ways? Weren't the individual Winds of Magic just elements of High magic, broken down because a human with their shorter lifespan, couldn't master the whole thing, so when the High Elves taught them magic, they trained them tiny bits?

The Eight Winds are just the constituent parts of the metaphysical force of the Realm of Chaos. Think of them as Aethyric humours. Qhaysh is just how the elves combine those winds into a more stable, less harmful whole, but it isn't the most primal form of magic.
if you want them you could imagine them as nexus of the realm more that one of their one, Dhar would be a place where all 8 realm clash and colapse on their own, like a entire wasteland, Qhysh will be a Nexus between them
