Im getting a epic space marine army and not sure if i wan them to be blood angels or ultramarines?

Well, although there is an experimental (e.g. not official, you wouldn't be able to use it at some tournaments for example) Blood Angels army list for Epic (available here (http://specialist-games.com/assets/BloodAngelsv2.pdf)), the decision as to which Chapter would largely come down to a simple matter of painting: do you prefer, or find it easier, to paint Red or Blue?

Which looks better and suits your painting style? Take that. You can always use variant lists with the army, even if the army is painted to some other chapter. Also as firestorm40k wrote, the blood angels don't have official list yet. Also the codex list will be easier to use as many other marine players can give help and you can see them on action by others.

The chapter specific units (such as land raider crusader) are not being made so it doesn't matter yet which you want when buying minis. And lastly as the epic isn't that expensive you might end up doing both :D.

You can also do some other Marine Chapters unless you are dead set on one of those two.

Imperial Fist, Crimson Fists, any Codex Chapter works with the main list.

Also there is the Templar List - I think it is official.

If you really can’t decide – you can use both with the same list! The original Space Marine army list doesn’t have to be just one chapter, though most people use it that way (including me).

Like bombot says, if you have the right composition of models you could field them with either list. The SM variant lists can be considered different doctrines or strategies as much as chapter-specific. The White Scars list has a good commentary on represnting "preferred" methods of fighting rather than hard restrictions.

The BA list in the vault is sort of an infantry-heavy version of the core list, allowing some larger and more diverse infantry-centered formations and less armor. As I'm an infantry guy anyway, I field my marines using the BA list on occasion.
