I can't recall any sources stating one way or the other, or even any references that place him in a setting prior to The Council of Elrond. Given that his history is AFAIK a blank slate, I don't think placing him at the Last Alliance (especially given his close ties to Elrond) is an unreasonable extrapolation at all.
The great thing about the dwarves is that, even though there's this comic element, when they fight - they really fight!

That's cool, Nice to be able to use him, his rules look nifty and his model is nice with the exception of his face, but I think that is more his paint job then anything.
