Hello! What is the maximum ballistic skill a reikland marksmen can get?

On the warband page of the rulebook it says:
"All reikland marksmen add +1 to their ballastic skill"

On the henchmen advancement table it says:

"henchmen may never add more then +1 to their initial charachteristics"

So if I roll +1 BS on my reikland marksmen on the henchmen advancement table, can I get the +1 BS or not?

IE: What is my initial characheristic - 3 or 4?
