V. interesting, but the Mutant looks more like a renegade Techpriest...

That is meant to emphasize how most mutants aren't Chaos Spawn material, but unfortunate ordinary humans who struggle to scrape by in ordinary society. Shunned, but still an exploited part of that society's economy.

Mutant with means and black market contacts can acquire that gear on a high-tech world. The gear is shoddy like hell compared to the Ad Mech.
